STV Celebrates Opening of First Major Flyover Ramp at Loop 1604 in San Antonio

SAN ANTONIO, TX – STV, a leading professional services firm that plans, designs and manages infrastructure projects across North America, today celebrated a major milestone on the Loop 1604 North Expansion project with the opening of the first flyover ramp at I-10. The 2.8-mile segment includes the new, 2-mile flyover ramp, as well as one high-occupancy-vehicle (HOV) lane, two additional main lanes in each direction and continuous sidewalks.

The interchange towers stand 123.5 feet above the ground, making it the tallest in the city of San Antonio and third tallest in the state. As the prime Construction, Engineering and Inspection (CEI) consultant, STV is providing a full range of engineering, inspection, materials testing, site observation and documentation services as well as confirming the project is built according to specifications and design plans throughout the construction process for four of the six segments. STV’s CEI work included the installation of 62,150 tons of concrete, 10.25 miles of concrete beams and 2,179 tons of reinforced steel for four of the six segments.

“This is a significant step forward in alleviating congestion and improving mobility along one of the state’s most traveled corridors,” said Jaime Aguilar, PE, vice president and area manager at STV. “The interchange will support TXDOTs safety goals, increase pedestrian access for our community and reduce conflict points for drivers.”

San Antonio was the fastest-growing city in the United States in 2023 and as the region grows, so does the demand for more robust highway infrastructure. The project is part of the Texas Department of Transportation’s (TxDOT) statewide Texas Clear Lanes initiative, which was launched to address the most congested areas in the state. With more than half of the second segment currently complete, TxDOT anticipates at least two more flyovers will open in 2025, with the final segment completed in 2028. By the end of 2025, travel times in the corridor are estimated to be reduced by as much as 76%. Prior to construction, Loop 1604 North was identified as one of the most congested corridors in the state.

STV has a long history of successful projects in the transit and highway sectors in the Lone Star State. With nearly half a century of local experience, STV is the trusted team behind many of the new highways and transit systems in every major metropolitan region in Texas. This includes system-wide upgrades for the Houston Metropolitan Transit Authority’s New Starts light rail transit system, and Dallas-Fort Worth highways including IH 35, IH 30, and IH 20 to DART’s multi-modal facilities. The firm also accomplished major milestones for TxDOT on each segment of the Capital Expressway improvement projects, including final plans delivery of CapEx South, planning for CapEx North and schematic and environmental support for CapEx Central. Other key projects in Austin include US 290 Toll and SH 130 interchange and State Highway 45SW, a high-profile, award-winning TxDOT initiative.
