STV-Naik Joint Venture Supports Comprehensive Modernization of Nation’s Busiest Rail Line

NEW YORK, NY – STV and Naik Consulting Group, PC, today announced they have received a Notice to Proceed to provide Construction Management (CM) services for Amtrak’s East River Tunnel (ERT) Rehabilitation project. The tunnel is part of Amtrak’s Northeast Corridor, the busiest passenger rail line in the U.S. serving riders between Boston and Washington, D.C.

This joint venture brings together STV, a leading professional services firm that plans, designs and manages infrastructure projects across North America, and Naik Consulting Group, PC, a leading Infrastructure Design and Construction/Program Management firm with operations concentrated in the New York and New Jersey area. The joint venture will comprehensively modernize the ERT infrastructure, including two tubes (tunnels) damaged by Superstorm Sandy. The project involves reconstructing and upgrading all tunnel systems along the corridor, encompassing:

  • Demolishing all existing tunnel systems down to the liner;
  • Rehabilitate the tunnel structure;
  • Replace cable benches;
  • Installing new fire life safety systems;
  • Replacing signals and traction power;
  • Converting the tracks to a modern, direct fixation track system.

This upgrade is anticipated to reduce noise levels, decrease disruptive vibrations for passengers and improve durability, reliability and ride quality as the system is less susceptible to weather-related damage and reducing breakdowns in the tunnel. In addition to the underground locations, work also will be performed at Penn Station in Manhattan, as well as Sunnyside Yard in Queens. This work will include signal houses, new traction power cables and facilities in Queens.

The project is primarily funded by the Infrastructure Investment & Jobs Act (IIJA). The ERT consists of four tubes that connect New York City to eastern destinations, and is used by Amtrak, Long Island Rail Road (LIRR) and NJ TRANSIT trains.

STV has previously provided program management and construction management (PM/CM) services for projects involving the three transportation agencies that will benefit from the rehabilitation of the East River Tunnels. STV provided resident engineering inspection services on the rehabilitation and replacement of the Long Island Rail Road Bridges; PM/CM services for NJ TRANSIT and Amtrak on the Portal North Bridge replacement; and PM/CM services for NJ TRANSIT’s Long Slip Canal project in Hoboken Yard.

Naik Consulting Group, PC has collaborated extensively with key stakeholders of the ERT Rehabilitation, including the Metropolitan Transportation Authority (MTA), Amtrak and NJ TRANSIT. The firm has managed construction for various complex rail and transit projects, such as the NJ TRANSIT Hoboken Terminal Substations and the replacement of the Tonnelle Avenue Bridge and Utility Relocation.
