San Diego, CA – 13 May 2025 – COWI in North America has been selected as the lead designer for the suicide deterrent fence on the San Diego-Coronado Bay Bridge, as part of a landmark initiative delivered through Caltrans’ first-ever Progressive Design-Build (PDB) contract. The bridge, a vital connector and architectural icon, is the second most utilized structure for suicides in the U.S., following the Golden Gate Bridge in San Francisco.

The project’s objective is to rapidly reduce suicides and associated closures by implementing an effective physical barrier while preserving the historical features of the original structure and maintaining operability. The PDB model was chosen specifically to accelerate delivery because of the importance of this project.

COWI, in joint venture with TY Lin, brings its deep expertise in bridge engineering and complex retrofit design to this initiative. COWI is responsible for: the primary design of the suicide deterrent fence, cantilevered from the existing concrete barrier; the independent check of supplemental walkway designs; wind engineering and aeroacoustic services through RWDI, COWI’s specialist subconsultant.

The deterrent system features a stainless steel net configuration engineered to deter climbing and prevent object passage while minimizing visual impact. The design must integrate with existing infrastructure without impeding inspection access, particularly Under Bridge Inspection Truck operations.

“Delivering a robust, visually sensitive, and aerodynamically stable barrier on an existing, heavily trafficked structure is a technically complex task,” said Jack Gerwick, Senior Market Director, COWI in North America. “This project exemplifies the power of early contractor and designer collaboration through the Progressive Design-Build model to address urgent societal challenges through engineering excellence.”

The project’s design phase begins this month with completion targeted for September 2026. Construction is scheduled for completion in September 2028. The total project budget is estimated at $140 Million.
